In response to the above-mentioned hazards, the state has issued relevant policies. Among them, the "National Safety Production Science and Technology Development Plan" clearly points out that tailings ponds and goafs are the two major hidden dangers in the safety production of non-coal mines; The "Guiding Opinions on Further Strengthening the Supervision and Management of Tailings Ponds" further stipulates that new metal and non-metal underground mines must demonstrate whether the backfill mining method can be used and give priority to the implementation of the backfill mining method; The work plan for preventing and resolving the safety risks of tailings ponds clearly states that the number of tailings ponds in the country will only decrease in principle, and no new "overhead ponds" will be generated.

Based on the requirements of national policies and regulations and the development needs of enterprises, the backfill mining method is widely used in underground mining in non-coal mines, and is gradually popularized in coal mines. However, the traditional filling method has the shortcomings of low filling concentration, large conveying flow rate, easy segregation of slurry, long consolidation time, etc., and there are problems such as frequent pipe blocking accidents, easy wear of filling pipes, difficult dehydration of filling body, low strength and high cost in the operation of the filling system.

The paste filling technology uses the tailings, coal gangue and other solid wastes produced by mining to form a high-density non-Newtonian fluid with fly ash and cementing agent, and is pressurized and transported to the underground goaf through the filling pump, and finally realizes "one waste treatment and multiple hazards (environmental pollution hazards, cultivated land occupation hazards, tailings dam failure hazards, goaf roofing hazards, surface collapse hazards, pillar resource waste hazards, etc.)".

The paste has the characteristics of "two highs" and "three nos". The "two highs" are high concentration and high yield stress; The "three noes" are no dehydration, no stratification, and no segregation. Through a large number of practices, it has been proved that whether it is a non-coal mine or a coal mine, after adopting paste filling technology, it has achieved three harvests of environmental protection, safety and economic benefits.

In terms of environmental protection, it can avoid tailings and coal gangue occupying a large amount of cultivated land, consolidate and seal heavy metal ions in time, and avoid polluting the surface and underground water bodies.

In terms of safety, because coal gangue, tailings and other wastes are filled into the underground, there is no need for permanent slag yards or tailings ponds, avoiding accidents such as landslides and dam failures; At the same time, the backfill body controls the stability of the surrounding rock in the underground goaf in time, which can avoid the collapse of houses and road damage caused by surface collapse, realize the effective management of the goaf, and prevent the occurrence of underground roof accidents.

In terms of economy, after the backfill body supports the goaf in time, the security pillar has the mining conditions, which greatly improves the mining recovery rate, prolongs the service life of the mine, and avoids the waste of mineral resources.
